In Tennessee, adult day care services are defined as services which are provided to ten or more adult recipients. Such services may be offered for more than three hours but less than 24 hours a day. Adult day care providers may not be related to such adult, and offer an individualized plan of care designed to maintain or restore each adultís optimal capacity for self-care through medical or social services. Adult Day Services are regulated to provide: supervised programs for adults with physical, neurological or emotional problems requiring special intervention or care, opportunities for socialization, activities that help cognitively or physically-challenged adults maintain or improve their levels of functioning and respite time for caregivers and family members as well as other services that delay institutionalization as long as possible.
The Tennessee Department of Human Services licenses adult day care centers and promulgates rules that set the standards for adult day care services. Tennessee requires adult day care programs, regardless of their location or affiliation, to comply with the adult day care services licensing requirements.
Tennessee Adult Day Care Minimum Standards
In Tennessee, the maximum number of participants allowed in adult day care before certification is required is 10. Adult day care centers are required to have a written medication policy. The State of Tennessee requires a staff to participant ratio of 1:8. Staff at the center shall be adequate in number and skill to ensure the safety and proper supervision of the participants and to carry out the objectives of the center. At least one direct staff member trained in cardiopulmonary resuscitation (CPR), first aid, fire safety, and the Heimlich maneuver shall be present at all times.
When an adult day care applies for a license, in Tennessee, then all necessary fire, safety, environmental, and food service establishment approvals must be received before the department can conduct an initial inspection. The Department has the right to make an inspection at any time, and once they identified themselves, they may enter and inspect any licensed or unlicensed adult day care center. Tennessee Adult Day Care Medicaid Waiver
Tennessee does not cover adult day care services under Medicaid HCBS waivers or under its state plan. It does, however, have a 1115 Demonstration Medicaid Waiver for a PACE program, which covers adult day care
