Missouri Adult Day Care Minimum Standards

In Missouri, a maximum of four hours of activities per day may be planned at adult day care centers. Activities must be designed to meet the social, recreational and individual needs of the participants and should be created to stimulate interest, rekindle motivation and encourage physical activity. Activities should be planned that can be conducted individually and in small and large groups. Meals, rest periods, exercise, recreation and social activities are all considered planned activities. Adult day care centers must create a safe and effective system of identifying, handling and storing each participantís medications.

In addition, each programís system for administering and storing medications must be reviewed by a registered nurse every 90 days. Clients who can be responsible for taking their own medications are allowed to and should be encouraged to continue to do so during program hours. In Missouri, there must be enough direct care staff present to meet the needs of the participants. At a minimum, the guidelines require that at least two direct care staff persons are present when two through sixteen participants are present with one additional direct care staff person for every eight additional participants present. There must be at least one staff person on the premises and available at all times when clients are present who is trained and certified in first aid and cardiopulmonary resuscitation (CPR). Before performing job responsibilities, all volunteers and staff must go through an orientation which includes, at minimum, the centerís policies, fire, safety and emergency procedures. The State of Missouri requires its Division of Aging to make at least two inspections per year, at least one of which is unannounced to the operator or provider.
