Maryland Adult Day Care Information

Maryland licenses two types of adult day care services: Day Care and Medical Day Care. They are licensed through the Office of Health Care Quality (OHCQ) in the Department of Health and Mental Hygiene. Day care services are offered and managed by the Departmentís Office of Health Services and are subject to the stateís licensing requirements. Adult Medical Day Care Centers are operated for the purpose of providing medical day care services in an ambulatory care setting to medically compromised adults who do not require 24-hour inpatient care. Due to their degree of impairment, the participants are not capable of full-time independent living.

Maryland Adult Day Care Minimum Requirements

Maryland adult day care minimum requirements include the following: all adult day care providers must have written policies regarding medication administration. If participants are independently responsible for taking their own medication at home, then they shall be permitted, to continue to be responsible for taking their own medications during the hours spent in the center. The participantís physician must provide an order to that effect. Maryland requires a staff to participant ratio of 1:6 in adult day care programs.

Upon application for a license, the state of Maryland's authorized representative shall inspect the proposed facility. A re-inspection of the the center shall be made for renewal of a license and periodic re-inspection of a center may be conducted at any time.

Maryland Adult Day Care Medicaid Waiver

Medical adult day care services are offered and managed under the Medicaid state plan. In addition, to state licensing requirements, Medicaid providers must, also, meet the general requirements for participation in the Medicaid program and the specific requirements for the Medicaid medical day care program.

Maryland Adult Day Care Additional Programming Options

The Maryland Department of Aging (MDoA) offers a small social adult day care program called Senior Center Plus. Providers in this Senior Center Plus program do not have to be licensed. They do, however, need to meet MDoA certification requirements to be reimbursed by Medicaid. They must, also, meet waiver standards.
