Kentucky Adult Day Care Information

Kentucky certifies facilities for the Adult Day Care and Alzheimer’s Respite program and licenses Medicaid providers of adult day health care. Adult day care and adult day health care (ADHC) are regulated by the state Cabinet for Health and Family Services. The Division of Aging Services certifies facilities for the Adult Day Care and Alzheimer’s Respite program, which is governed under Kentucky Administrative Regulations 910 KAR 1:160 and 1:230. Kentucky Adult Day Care Minimum Standards

Kentucky Adult Day Care minimum standards include the following: providers may serve individuals who are physically disabled or frail due to their age or medical condition, who may be mentally confused, and who need supervision to prevent injury and assure proper nutrition and medication use. The clients, due to emotional or social needs, may benefit from the individualized attention and social structure these services offer. If staff members have received training in medication assistance and a client's care plan includes the service, then a service provider may allow staff to assist participants in medication administration. The provider, according to the Kentucky requirements, is responsible for creating a daily medication schedule, for assuring that the correct medication is given, that the correct route of administration is followed and assist as needed. Drugs and treatments shall only be administered by adult day care staff if it has been ordered by a physician. Kentucky requires adult day care service providers to assist the family in arranging transportation, but transportation is only required for physician's appointments and medical emergencies.

Kentucky requires trained and experienced staff to participant ratio of 1:5. When the center is open there must be at least one paid staff member, but at least two responsible people present at all times. Whenever clients are at the center, at least one staff member must be present who is currently certified in cardiopulmonary resuscitation (CPR) by the American Heart Association or the American Red Cross. Agents of the Kentucky Cabinet for Health and Family Services will ensure compliance with the health, safety and treatment standards which have been established. Confirmation of such compliance will be documented following unannounced inspections. Inspectors from the office must be allowed entrance to any certified adult day care center at any time for the purpose of inspection or investigation.
