Iowa Adult Day Care Information
In Iowa, Adult Day Care programs are defined as being an organized program designed to provide a variety of health, social, and related support services for two or more persons with a functional impairment on a regularly scheduled, contractual basis. Such programs operate for 16 hours or less in a 24-hour period.
Iowa Adult Day Care Minimum Standards
Iowa requires Adult Day Care programs, which may include dementia-specific adult day care, to be certified under Section 321 Chapter 24 of the Iowa Administrative Code, adopted by the Department of Elder Affairs and implemented by the Department of Inspections and Appeals. Adult Day Care programs, in Iowa, are not permitted to either enroll or retain a client who is under 18, has unmanageable incontinence, requires more than intermittent health care, is bed fast, requires routine three person assistance with standing, transfer or evacuation, is dangerous to self or others, or is in an acute stage of alcoholism, drug addicition, or uncontrolled mental illness. Programs are required to have and utilize a written medication policy. This policy states that unless the participant's prescription or legal representative designates medication administration to others, participants shall self-administer their medications, and they shall not be prohibited from doing so. Iowa Adult Day Care Dementia Regulations
An Iowa Adult Day Care program that has been certified to meet the needs of participants with dementia has additional specifications. A certified program means one that serves five or more participants with dementia between four and seven on the Global Deterioration Scale or presents itself as providing specialized care for persons with a cognitive disorder or dementia, such as Alzheimer's disease, in a dedicated setting. All staff members working within a dementia specific program must receive a minimum of six hours of dementia specific education and training prior to or within three months of employment or the beginning date of the contract. The Iowa Department of Inspections and Appeals is required to conduct on-site monitoring within 90 calender days once a conditional certification has been issued. They must inspect again between 60 and 90 days before a program's certificate expires. At least once during their certification period, the Department shall monitor the program. In addition, the department may choose to conduct an on-site monitoring evaluation within three months after a change in management or ownership.
Iowa Adult Day Care Medicaid Waivers
Iowa provides adult day services under its Elderly, Mental Retardation, and Ill and Handicapped Waivers, which are administered by the Iowa Department of Human Services, and accepts the adult day services providers that have been certified.
