Rhode Island Adult Day Care Information
Adult day services, in Rhode Island, are defined as a community-based group program designed to meet the physical and psychosocial needs of adults who have impairments. Those adult day care services are structured, comprehensive, nonresidential programs that offer a variety of health, social, and related support services in a safe and protective setting. Adult day services enable participants to live in the community by supporting families and other caregivers.
Rhode Island requires that adult day care centers be licensed and abide by the rules, regulations, and standards which have been developed by the Department of Elderly Affairs. Those rules apply to all facilities and programs which provide adult day services to those seniors who are in need of supportive care and supervision during the daytime. The same licensing standards apply to all providers, regardless of reimbursement source.
Rhode Island Adult Day Care Minimum Standards
In Rhode Island, only licensed staff, such as nurses and those unlicensed persons who have completed a state-approved course in drug administration and are under indirect supervision by a nurse, physician, or pharmacist, may be permitted to administer medication and monitor the health status of clients in adult day care. The State of Rhode Island requires a staff to participant ratio of 1:9. In addition, the state requires that adult day care programs shall require one full-time staff member as the program director. Programs should also employ an on-site registered nurse who is present no fewer than six hours per day. The Department of Elderly Affairs can inspect adult day care facilities as often as it chooses, though the license must be renewed annually. Rhode Island Adult Day Care Medicaid Waiver
Adult day care is not covered under any waiver program, but it is offered under the Medicaid state plan. Adult day care service providers do need to meet any additional Medicaid provider requirements other than licensure by the Department of Elderly Affairs.
