Oregon Adult Day Care Information

In Oregon, adult day services are defined as a community-based group program which has been designed to meet the needs of adults who have impairments. Adult day care programs must offer individual plans of care. Comprehensive, nonresidential programs are designed to provide health, social and related support services in a safe and protective setting. Such services can be offered during any part of a day, but for less than 24 hours.

Oregon does not require either licensure or certification of adult day care programs. However, the state does have operating standards for adult day service providers which providers may comply with on a voluntary basis. All adult day care service providers, except for those licensed as long term care facilities, are required to register their programs with the Department of Human Services, Seniors, and People with Disabilities. When they register, service providers are stating their intent to voluntarily comply with the standards.

Oregon Adult Day Care Minimum Standards

The State of Oregon does not require specific licensed personnel, but it does require a staff to participant ratio of 1:4, depending on the program. As the number and/or impairment level of participants increase, the staff-to-participant ratio will be adjusted accordingly. The summary of adult day care standards in Oregon can be found here.

Oregon Adult Day Care Medicaid Waiver

The Oregon Aged and Disabled Waiver covers adult day services. Any provider listed in the state’s registry may provide these services if they meet Medicaid’s general provider requirements.
