New York Adult Day Care Information
The state of New York recognizes two types of adult day care programs - Social Adult Day Services (SADS), which do not have any medical components in the program and are regulated by the NYS Office for the Aging, and Adult Day Health Care (ADH), which is regulated by the NYS Department of Health and includes a medical component.
New York Adult Day Care Minimum Standards
Social Adult Day Services are defined as structured, comprehensive programs for functionally impaired individuals which operate less than 24 hours a day. Such programs offer socialization, personal care and nutrition, supervision and monitoring. Some additional services may be offered such as transportation and case coordination. Adult Day Health Care services can either be located at a licensed residential health care facility or an extension site. They provide activities to a group of participants with functional impairments in order to enable them to remain in the community and maintain their health status.
New York specifies that adult day health care may serve individuals who are functionally impaired, but not homebound, and require supervision; monitoring; and preventive, diagnostic, therapeutic, rehabilitative or palliative care or services, but do not require continuous 24-hour inpatient care and services. The commissioner of the New York State Department of Health administers a system of supervision, inspection, and enforcement for approved services for nonresidents in certified adult care facilities, to ensure compliance with department regulations and the maintenance of standards to ensure that appropriate care is provided to participants. New York Adult Day Care Medicaid Waiver
In New York, adult day health services are provided under the Medicaid State plan. There are no additional requirements for Adult day health care service providers. The Department requires all providers to adhere to the same standards irrespective of funding sources.
