New Jersey Adult Day Care Information

In New Jersey, adult day care centers are designed to offer, under medical supervision, preventive, diagnostic, therapeutic, and rehabilitative services to meet the needs of functionally impaired adult participants. Adult day care clients may not be related to the members of the governing authority by marriage, blood, or adoption. Adult day health care (ADHC) providers, in New Jersey (NJ), are licensed by the state Department of Health and Senior Services Division of Long Term Care Systems under NJ Administrative Code (NJAC), Chapter 8:43F.

New Jersey Adult Day Care Minimum Standards

In New Jersey, adult day health services facilities are not permitted to provide services to their clients for longer than 12 hours on one calendar day. Medications shall be administered by a properly authorized licensed nursing staff who must ensure the five rights of medication safety are met - the right medication is administered to the right person in the right dose through the right route of administration at the right time. There must be at least one full-time, or full-time equivalent, direct care staff member for every nine clients.

The State of New Jersey requires that a registered nurse must serve as the director of nursing services, and the director or another registered nurse be on duty and available in the facility at all times when the facility is open and clients are being served. New Jersey offers a fully funded state program that subsidizes adult day care service programs for persons with Alzheimer’s disease or related disorders. Adult day health service facilities are inspected before a facility is opened and then again in connection with annual license renewal. The Department of Health and Human Services conducts on-site visits and they may be made to a facility at any time by the Department’s authorized representatives. Such visits may include, but not be limited to, conferences with participants as well as a review of all facility documents and participants’ records.

New Jersey Adult Day Care Medicaid Waiver

New Jersey provides social adult day care under the Community Care Program for the Elderly and Disabled and the Enhanced Community Options Medicaid Waivers. The Division of Aging and Community Services also provides social adult day care through Social Services Block Grant funding administered by the Area Agencies on Aging.
