Illinois Adult Day Care Information

In Illinois, Adult Day Care services are defined as the direct care and supervision, in a community-based setting, of adults who are 60 years of age and over. The purpose of adult day care services is to provide personal attention and promote social, physical, and emotional well-being in a structured setting that, also, gives relief to the persons caregivers.

Illinois Adult Day Care Minimum Standards

While Illinois does not require either licensure or certification of adult day care programs the Department on Aging Community Care Program (CCP) do have regulations for adult day care in the Administrative Code. These regulations include that all Adult Day Care service providers must be in compliance with all applicable local and state building, fire, health, and safety codes and standards. In addition, they must also meet specific accessibility and environmental barrier codes, food service sanitation and vehicle codes.

Adult Day Care service providers must have written procedures on file and implemented on the management, storage and administration of medications. These policies ensure that prescribed medication is administered by an appropriately licensed professional. Illinois codes require that Adult Day Care service programs must have a nurse on duty at least one half of a full time work period when clients are in attendance. The nurse can either be on staff or on a contractual basis. With written department approval the responsibilities of a program nurse can be purformed by a full time program director/coordinator or administrator. In Illinois, regulations require that there will be two staff members for up to 1-12 clients. three staff members for 13-20 clients, four staff members for 21-28 clients and one more staff person for each seven additional participants. Illinois Adult Day Care Medicaid Waiver

The Department on Aging Community Care Program (CCP) funded by state general revenue and the Medicaid Waiver provides services designed to prevent premature and unnecessary institutionalization to individuals over 60 years of age who are determined eligible to receive such services.
