To participate in an Adult Day Care program, clients must be physically or mentally impaired, and in need of care and/or supervision for a period of more than two hours, but less than 24 hours a day, in a location other than the client’s own home. Program services should include appropriate meals, transportation as needed, and recreational activities in a group setting. The Arkansas Office of Long Term Care in the Department of Human Services licenses adult day care and adult day health care.
Arkansas Adult Day Care Minimum Standards contain provisions in numerous areas, including: monitoring requirements and complaint processes, which are handled by the Arkansas Office of Long Term Care. The administration of medication, which in Arkansas adult day care must be self-administered by program participants. There must, also, be a written and approved system for the handling and storing of participants medication. Arkansas, also, requires a staff to participant ratio of 1:4, 5 and 8 depending on the type of program. Under the ElderChoices Medicaid waiver, Arkansas provides adult day care and adult day health care. Medicaid providers must be licensed and certified by the Division of Aging and Adult Services. In addition, the Medicaid Waiver may choose to certify providers in certain cities in states which are bordering Arkansas, and which are appropriately licensed or certified by the appropriate agency in their state.
